XI Vista Summit—Conceptual Design Competition for the Summit Platform of Tiezai Mountain Park
站在铁仔山之巅，极目远眺——伶仃洋潮起潮落，深中通道飞虹跨越；落日熔金处，山海城桥飞，五景同框。
Standing atop Tiezai Mountain,gazing far into the distance—the tides of Lingdingyang ebb and flow,and the Shenzhen-Zhongshan Link arcs across the sea like a soaring rainbow.Where the sunset gilds the horizon,a breathtaking panorama unfolds,framing mountains,the sea,the urban skyline,the bridge,and passing airplanes all in one view.
这里，是“XI望顶”。
This is the“XI Vista Summit”.
“XI”是夕——落日熔金，暮云合璧，深圳西部最美的落日凝望之地；
“XI”stands for Sunset:where golden sunset paired with twilight clouds make for the finest vantage point in western Shenzhen to admire the setting sun.
“XI”是汐——向海而生，潮涌湾区，西部海岸带海洋活力的潮汐回响；
“XI”stands for Tide:where surging tides across the bay embody the rhythmic echo of marine vitality along the western coastline.
“XI”是西——湾区西岸，门户之巅，深中通道通车后的第一眼深圳；
“XI”stands for West:where this gateway pinnacle on the bay’s western shore offers the very first glimpse of Shenzhen for visitors exiting the Shenzhen-Zhongshan Link.
“XI”是希——城市生长，未来可期，承载人民对美好生活的向往与希望；
“XI”stands for Hope:where sustained urban growth encapsulates people’s yearnings for a fulfilling life ahead.

当深圳城市品质营造步入精细治理与战略引领的新周期，深圳城市指数（UIS）正以“创新、宜居、美丽、韧性、文明、智慧”六大维度，重新定义城市的未来图景。其中，“宜居”与“美丽”不仅是评价体系，更是市民感知城市温度的触点。立足全球标杆城市与海洋中心城市的宏大愿景，我们需要将目光聚焦于那些能够承载“美好生活”的关键节点。铁仔山公园山顶平台作为市政府提质增效十大计划和深圳市西部海岸带海洋活力风貌提升2026年实施项目的重要落位之一，正是这一战略框架的关键落点。
As Shenzhen’s urban quality enhancement enters a new cycle defined by meticulous governance and strategic guidance,the Urban Index of Shenzhen(UIS),through its six dimensions—Innovation,Livability,Beauty,Resilience,Civility,and Intelligence—is redefining the city’s vision.Among these,Livability and Beauty serve as not only evaluation metrics,but also touchpoints through which citizens perceive the warmth of the city.In line with the city’s aspiration to evolve into a global benchmark and international marine hub,we need to shift our focus to key landscape nodes that bear residents’yearning for a better life.The summit platform of Tiezai Mountain Park,as a key implementation carrier under both the Municipal Government’s Top-Ten Quality and Efficiency Enhancement Initiatives and the 2026 Marine Vitality and Landscape Enhancement Program for Shenzhen’s Western Coastal Zone,is a key anchor within this strategic framework.
本期小美赛以“XI望顶”为题，由深圳市规划和自然资源局、深圳市海洋发展局、深圳市宝安区人民政府共同发起，作为深圳城市指数（UIS）的创新实践，针对西乡街道铁仔山公园山顶平台公开征集设计方案。
Themed“Xi Vista Summit,”this edition of the Small&Smart Design Competition is jointly initiated by the Planning and Natural Resources Bureau of Shenzhen Municipality,the Ocean Development Bureau of Shenzhen Municipality,and the Bao’an District People’s Government.As an innovative initiative under the UIS framework,the Competition calls for visionary design proposals for the summit platform of Tiezai Mountain Park in Xixiang Sub-district.
我们期待参赛者深入挖掘“山海城桥飞”五景同框的独特价值，将铁仔山山顶从一处自发形成的网红打卡点，升级为具有昭示性和持续生命力的深圳西部山顶公共目的地和国际化滨海城市的空中视觉门户，为深圳、为市民，塑造一座经得起时间考验的山顶公共艺术作品。
We invite participants to deeply explore the unique value of the five-in-one panoramic view of“mountains,the sea,the urban skyline,the bridge,and passing airplanes.”We expect them to upgrade the summit from an impromptu check-in spot into a highly visible and sustainably vibrant public destination in western Shenzhen,as well as an aerial visual gateway to an international coastal metropolis,shaping a timeless piece of public art atop the mountain for both the city and its citizens.

Location Overview
铁仔山公园位于深圳市宝安区，毗邻宝安国际机场与深中通道，是进入深圳的海、陆、空视觉焦点。铁仔山公园周边分布有平峦山公园、碧海湾公园、西湾红树林公园等，形成西部山海公园带。
Tiezai Mountain Park is located in Bao’an District,Shenzhen,adjacent to the Shenzhen Bao’an International Airport and the Shenzhen-Zhongshan Link,serving as the visual focal point for entry into Shenzhen via sea,land,and air transportation.The park and its surrounding green spaces—Pingluanshan Park,Bihaiwan Park,and Xiwan Mangrove Park—together form the western mountain-sea park belt.

设计任务
Design Task
本次竞赛聚焦铁仔山公园山顶平台，核心设计用地红线面积9403.52平方米，需同步完成山顶平台建筑方案设计与场地景观设计。
This competition focuses on the summit platform of Tiezai Mountain Park,covering a core site area of approximately 9,403.52 square meters.Participants are required to synchronously deliver both the architectural design for the summit platform and the landscape design for the site.
鉴于场地具备“山海城桥飞”五景同框的独特禀赋，设计研究范围需拓展至固戍、机场及碧海等关联片区，统筹处理山顶平台与区域山海格局、城市界面的整体关系。
Given the site’s unique endowment of a five-in-one panoramic view encompassing“mountains,the sea,the urban skyline,the bridge,and passing airplanes,”the scope of design research must be expanded to interrelated areas such as Gushu,the Airport,and Bihai.Designers must comprehensively address the overall relationship between the summit platform,the regional mountain-sea spatial pattern,and the urban interface.

Design Principles
本次设计应遵循以下四项原则：
The design shall adhere to the following four principles:
1.【价值认知】在地性原则[Value Cognition]Site-Specificity
深入解读铁仔山的自然地理与城市门户角色，从山海格局、城市发展、市民认知、空中俯瞰等多重视角，挖掘其不同于其他山顶平台的独特价值，为场地注入超越观景的深层意义。
Delve into the physical geography and urban gateway role of Tiezai Mountain to unearth its unique value.Distinguish the site from other summit platforms through perspectives like the mountain-sea spatial pattern,urban development,civic perception,and aerial views,to inject profound significance into the site beyond mere sightseeing.
2.【双重视角】地标性原则[Dual Perspectives]Landmark Quality
地标性源于“山海城桥飞”五景同框的不可复制视野与西部空中视觉门户。设计应兼顾“看”与“被看”的双重视角——既关注人立于此的观景体验，提升山顶观景点环境品质、清理影响观景视线的杂乱要素；也关注从飞机上俯瞰时山顶平台、深中通道及海上眺望山顶的视觉呈现。通过精准的空间操作回应传播语境下的辨识度需求，让“站在这里看湾区”成为可被感知、被记忆的巅峰体验。
The landmark quality stems from the non-replicable five-in-one panoramic view(“mountains,seas,the city,the bridge,and airplanes”)and its role as the western aerial visual gateway.The design must balance the interplay between visitors viewing the landscape and the summit platform being viewed—enhancing the environmental quality for visitors standing there and clearing cluttered elements that obstruct the view;while also considering the visual presentation of the summit platform when overlooked from airplanes,the Shenzhen-Zhongshan Link,and looking up from the sea.Precise spatial interventions shall respond to the need for recognizability in a communication context,making“standing here looking at the Bay Area”a perceivable and memorable peak experience.
